Unmodified game
Extremely low performance for a ryzen 7 1700x and Vega 64 watercooled 32Gb Ram at 3200.
Already updated GPU drivers but still same situation
I am able bump the fps to around 60 stable with almost everything at low, but game still looks very crappy and choppy.

Tried different settings and even setting absolutely everything to low including lowering resolution but game still looks extremelly choppy and goes to max about 70/80 fps.
I can bump CPU clock to around 4.2/4.3Ghz but that gives just 5 more fps.

80-90 about I'd expect your system to be.
The game is in need of optimizations to improve performance, particularly in frametime consistency.
You aren't seeing any changes between graphical settings because the game relies more on the performance of individual CPU cores than on the GPU, and a Vega 64 is more than enough to run the game on high settings.
For reference, I have a 5820K at 4.4 GHz (very close to an R7 1700) and a 980 Ti (slower than a Vega 64) with 32GB of DDR4. At 1080p I get the same performance that you do.

No core or thread of the CPU goes above 50% usage so the cpu isn't bottlenecking anything. SMT on or off gives the exact same results in terms of performance.
Atm I can only run the game while its very choppy and looks really ugly, I can't play like that.
60 fps i'm getting with just textures in high and all rest in pretty much low.
I honestly built this system entirely specifically to run x4 smoothly due to vulkan and end result is just crap for me.
Atm i'm in limbo betwen refund or hole for a while as I don't relaly wanna wait 1 year to get it run properly on my system lol

i have Ryzen 2600X,
1070ti
2x8GB 3200Mhz CL14 RAM
with 1080p all settings on Ultra and some antialiasing i get 45-65 at fying near stations and up to 100+ in lonely space. Very smooth

Possible to get some feedback from egosoft here or at least let us know if performancecwill be improved or not?
Im really on the fence here about just asking for a refund from steam but i wanted to give the developers a chance first

Did you tried with only the first antialiasing settings? The other ones are really demanding.

Even tried with AA off.
But that is besides the point by now, the more i look at the game the more i see it just doesnt look good enough to have this kind of performance.
If this is something that will be improved i have no problem waiting while i keep my digital collectors edition but i see no mention anywhere of even egosoft calling this a problem so i can only assume it will not get better

With performance for most people being in the expected range, there could be a variety of reasons why it's not working so well for you. My first guess is that the game is CPU-limited on your system, which would explain why changing the graphics settings didn't make much difference. There are some things about your report that I don't fully understand, however.
You say you are getting 60-70fps and yet it's "crappy and choppy"; I'm not quite sure what that means.
A few other questions:
- Are you running any streaming or screen-capture software, or any game overlays?
- Have you tried disabling your AMD sound device so that the game can use the Realtek and/or USB sound hardware?
- What other graphics settings are you using and what vsync setting do you have in the driver?
One additional thing to note: we do have a couple of shader optimisations in the pipeline that should improve performance for users of AMD graphics cards somewhat. I can't guarantee these will help you specifically, especially if you are CPU-limited, but it's possible there is something specific in there that might be beneficial.

I have almist the same configuration as OP (except kittke faster Ryzen 2700X).
On Wharf on Argon Prime, out of ship I have 38-42 FPS. It depends on how many ships are going here. In empty sector I have much more, uo to 90 FPS, but I limiti g them to 75 FPS to lower GPU load.
I have vsync off (I'm using freesync) and I have mediium FXAA. Other AA setting killing FPS a lot, even 2x MSAA reducing FPS to 21-25 on stations - in space MSAA is fine.
Those numbers are from yesterday, when AMD reased new drivers. I thing it raise FPS a little (+5 %) , but I do not have hard numbers just feeling.
Beause of freesync, game runing smooth and fluent, I do not notice problems here.
Few days before I executed Vulcan performance analysis tool with X4, results shows that game FPS are GPU limited and that Vukan API is not used optimally - I offered to provide all details to devs in beta forum, but they do not want it.
Let me summarize it:
1. Higher types of AMD Ryzen CPUs works very well in X4
2. Surprisingly AMD GPUs not works too good (compared to other games) , especially on stations. Highends Nvidia GPUs works better in X4. Vulkan is generally AMD baby so I did not expect that.
But as CBJ says, developers know about it and some improvements are on way. That is great news.
3. Advice for OP - please try diffent profike settings in Windiws Power Management - High performance instead of default Ballanced profile. Or install special AMD profile for Ryzens.
