station building tutorial broken?

SO I'm trying to do the station building tutorial. It suggested that I set this up in a more remote part of space. did that.

It says select the size for your plot...as much as you can afford. I went 10x10x10. I put it down and then it says I own the plot. THe tutorial though wants you to click "buy license" to continue. I think because it was free the "buy license" is greyed out and i cant click it. I can click continue to move to the actual base construction but the tutorial wont go any further because the buy license is greyed out. ???? How do you continue?

Maybe ill just trying going to a location that has a cost.
