where to get "build modules" for station creation

When I go into my plot editing for base building you have 8 different module options. I can select production, storage, docking, and other. BUild, Habitation, Defence, and venture are all greyed out and un selectable. How do I get access to these options? I see nothing that points you on how to do this.

You can get most default modules from the factions representatives on shipyards/wharfs and equipment docks. Although at Teladi and Paranid i havent seen the habitat module in their list.
I read or saw somewhere you get blueprints from missions so maybe those aswell.

Also you need to have a higher rank with every factions to buy the better modules from those representatives (hover over a greyed out blueprint to see which rank/license you need)
