Station building help. Turrets? How?

So im working on the mission that has you building a station in memory of profit IX.

You have to create and pay for a plot size of 3x3x4. Did that
you then have create a station that has a storage capacity of 40000. I created 2 Storage sections for a total of 50000 cap. Did that
it then says you have too have 5 turrets installed. If you go into the manage plots and right click on the storage sections and say edit loadout it gives me the option to install Pulse MK1 turrets from TEL. I select 2 per turret group (there are 3 groups), and select confirm load out change. When i hit confirm load out change it takes me back to the main module summary page. If I hover over the container storage in the list of items on the station it says 6 TEL M Pulse Turret MK1. It then gives me a list of resources it needs to complete the change. I allocate the money it says it will need and click confirm.

Now what? I've played for a few hours since i did that and the mission did not complete nor does it look like the turrets were installed even though i assigned the money for it.

I'm kinda frustrated because it give no help at whats missing or if I need to do something else. Or is it just a bug?

Did you assign a builder ? You might miss it since most of the time you have to scroll down in the change list on the right. Without a builder nothing will be done.

I had the same problem for a while. Eventually I discovered the faction representative had module and equipment blueprints for stations. In the equipment blueprints are turret blueprints and I bought the cheapest M type one. In the station build screen I was able to right click on parts and used 5 of them on an S storage to complete the requested station build (had to wait for another builder to come along since the first had left after initial construction was complete).
