NPCs doing nothing 0 speed!

Ok:

Problem: All red npcs in my game are sitting at 0 m/s doing nothing. You go next to them sit still and shoot them and they do nothing.

Does it extend to blue npcs: I think not but I did not check last night - I will try to see tonight.

Side issue that might be relevant: I d/l my game from steam and curiously when I start up it says 'modified'. I am certain I have no mods for this game. I have some rebirth mods through steam on my pc. Also the X3: AP bonus pack but I see no reason why this would be affecting X4.

Anyway this is the situation...

It sounds like your game installation isn't quite right. Try running a file verification via the Steam client. When you check whether it's working, always start a new game; don't try loading any savegames where this problem has happened, as they are unlikely to recover.
