Can orders be issued in 3D at all?

Map tutorial didn't cover this. It says orders can be issued in 3D space and helpfully offers no way whatsoever to do it. I had to abort it though because it stopped telling me anything after I got to ship behaviours.

So I can tilt the map but only assign orders on a flat plane regardless, can't even raise or lower them with shift (at least I think it was shift) like in Homeworld. Is it even in the game?
