Modding question - making factions hostile to each other?

Hi all,

Since X4 seems to kick off with little to no combat action, what would be the easiest way to make factions hostile with each other and the player? So we can get a nice war on?

I assume it's all in the savegame but I wouldn't have a clue how to change that.
