1.21 BUG Random map panning when using mouse with joy/controller + gamepad mode

This has been mentioned already by some people, but I though I'd make a proper bug report.

Steps to reproduce:
1. Gamepad mode ON
2. Have some axes assigned to map panning
3. Open map
4. Use the assigned axes to pan the map
5. Stop, map doesn't move
6. Move the mouse without touching anything else
7. Map slowly pans in a random direction.

Workarounds include:
1. Disable gamepad mode (I don't want to do that due other issues I'll address another time, but basically playing with HOTAS with gamepad mode OFF is really annoying)
2. Unassign axes for map panning and restart the game (I want to use axes to pan the map)

This issue is actually wider than the map itself, because it happens to ship as well. If you steer the ship with joystick axes in gamepad mode, you center the ship and then move the mouse the ship starts to pitch/yaw slowly in random direction as well.

EDIT: this is not related to poor hardware and deadzones. I can perfectly center (in terms of DirectInput values) the axes the panning is assigned to and increasing deadzones doesn't help. Also, before moving the mouse, the map is perfectly still with joy centered. And the issue doesn't occur with Gamepad mode OFF while all the other settings and hardware are the same.

try switching joypad mode off and or plug your hotas in another USB port (3.0 worked for me) like in this thread.

I'm not looking for workarounds. I know them, I even listed them myself. I am reporting a bug I want fixed because workarounds are just that, workarounds, they come with their own quirks and are not satisfactory for me.

Still an issue in 1.21. Could this be worked on please? Makes life really hard in gamepad mode when you want to use mouse e.g. for map.
