How to get a skilled pilot?

Sincerely the crew management is the worst aspect of this nex X game, guys in docks are useless 0 skill in everything they can't even automine etc. And every crewmen I have bought in equipement docks don't come with pilot skill, can't buy captain neither in already owned ships...

Some ideas?

I found a couple higher skilled workers on a construction ship. Haven`t tried it with other ships, but as you can land on all L / XL even M ships (some), you can try to recruit NPCs there (found at least 1 star captains, 2 star engineers...)
