Can't add shields or turrets to the storage module of a new station

I can't figure out why I'm not allowed to add shields or turrets to my storage module on a newly created station.

The storage module has three mounting points for shield generators and six mounting points for turrets, but I'm not allowed to outfit them for some reason and the game is not telling me why.

I'm guessing you don't have the blueprints to build them? Think you can buy them from faction reps, or from scanning if you have that researched.
You don't talks about X:Rebirth...
