Crew for automining and autotrading

So i have noticed that to autotrade a ship must have a captian with at least 3 stars, and for automine you need at least a 1 star captain, i have one 3 star that i got when i bought a ship, i have trawled the factories and ports but i just cannot find any crew to hire with any stars.

So my question is, is buying a ship the only way to find these star ranked crew. Is there a way to train them up, i bought 2 each of engineering and pilot seminars, but cant see a way to send the crew to them like in xrebirth.

Any info, clues or ideas would be appreciated.

I was passing a giant Argon military ship and it had the option to dock. I of course tried it, docked successfully and was able to go to the bridge. One of the bridge crew had 3 stars in piloting and 2 in marines and I was able to recruit her in front of the ships captain. Checked the rest of the bridge crew and got 2 guys with 2 piloting.

same here, coudnt find any crew higher than 1 skill point in the stations, ill try to dock on on ships now^^

Definitely not true. Neither of my auto-traders is 3-star. My miner is (well three star piloting, I think he's lower overall), because I wasn't finding how to set auto-mining, but apparently I was looking in the wrong place, so it might not actually be a requirement.

For traders, I just click the ship on the map then right-click to give an order and select auto-trade galaxy. For the miner, I had to go into the ship behavior (second tab on the info page) and change the default behavior to auto-mine.
