1.0 HF1 CTD Can't start X4

Every time i want to start the Game there does a error window arrive: "X4 Stoped working"
Than my Browser open and i get this site
https://www.egosoft.com:8443/jira/browse/X4-2
I tried everything of that but nothing worked.
reinstalled my graphics card driver a few times but still don't working.

I got a RTX 2070 with Geforce Game Ready Driver Version 417.01 (the latest version).

Is anyone here who can help me?
