For a new release I expected much worse.
Enjoying:
* the new travel mode
* the highways make sense now (superior to travel mode in main areas so the choice is obvious, good)
* The new stations
* Missions seem to make sense now.
* The first impression is the game makes sense as a whole (thing we couldn't have in Rebirth).
So far a much pleasing experience, I wish I wasn't so tired to play it more..
Oh and my specs working fine with vertical sync on nvidia panel and tripple buffer:
i7-4930k
gforce 780 3GB (most times 60fps at start we'll see how it goes later on).

May I ask what clock speeds your 4930K is running at please?
My old, but faithful, 2600k is finally buckling under the load that is X4. I've bumped it from 4.4ghz to 4.7ghz and it's made a slight improvement, but I wonder if the slightly newer architecture of your CPU - if it's at, as I suspect being what it is, a somewhat lower clock than mine is what's making the game perform so well for you.
Note: I'm using a 2600k @4.7ghz, 32gb DDR3 1600, GTX 1070 and twin SATA SSD's in RAID0.
Btw: with nVidia cards the "Triple Buffer vSync" option actually disables vSync...CBJ (I think it was) mentioned it in another thread.

I don't overlock so it runs at default clock speed. The microprocessor is a beast so I don't really need to overclock it and still competes with most current processors and beats them. FWIW that is 3,40GHZ.
And about the vsync, the game is fixed at 60fps or less so it does work for me as I don't feel any tearing.
