Black Market? (Selling security bypass systems)

I found some security bypass systems and security decryption systems. Between them with the volume I have, I could theoretically sell them for 640k which would nicely add to my mining ship fund, however I can't find anywhere that will buy them.

I've tried in the Antigone republic as they're not listed as illegal there but no luck.

On some stations there is a bar, sometimes has a black market trader in it

So I've got the reverse problem. I have about 4 missions wanting me to deliver Decryption modules. Where do I get them?

Thanks! I guess I need to explore stations more because I didn't even realise there were bars there.

I found them in a Data Vault I believe, which showed as a purple ping when using long scan.
