I advised so far to verify game cache files and to provide a full DxDiag.

The user's graphics card doesn't meet the minimum requirements for the game. I can't say for sure that this is what's causing the error, but there's a reasonable chance it's the case, and even if we do solve the error the game is not likely to run well for them anyway. I got that problem when i connected my laptop with Philips TV and use such a combination toooo long(more than 5 hour a row)... see my post there ...

Passing a thank you from The Shadow Rose to CBJ, seems that changing the config file as suggested in the troubleshooting note, solved the issue.
