X Rebirth publish rights

Did Deep Silver has X Rebirth publish rights in Asia ?
I see they are only EU publisher on wikipedia page.
Their partner sold steam key for $3.5
low price region and 85% off.
No PayPal and credit card check out support, but some guys will sell keys on trade market like G2A and egosoft lose money.

The game is region-locked, so anyone trying to buy keys from the Steam marketplace for use elsewhere will be disappointed.
