I've tried so hard to play this game. I really have. I've been waiting years for this to be playable and it still isn't. I just attempted AGAIN for the first time in about a year - I tweaked the settings, fooled around in the Nvidia Control Panel to no avail. Still horrible stuttering and unsatisfactory FPS.
My specs are as follows:
i7 4700MQ
GTX 780M
8GB Ram
Windows 8
And don't you dare tell me my GPU is "mid range" when I can run The Witcher 3 on ultra just fine (yes, I read that performance sticky).
If anyone has a specific run down of every single setting for me that will make this game stable and playable I would greatly appreciate it. This includes in-game and the Nvidia Control Panel.

My box is much lower spec than yours so for me to run in 1080p I need o drop the view ranges close to min, turn off in game aa and use the nvidia overrides for 2x and turn off shadows. Also no ssao or bloom. It still looks ok and keeps me over 25fps in all but the busiest areas unless theres a cloud about like the one in auspicious excavation that just kills me and drops things to 5fps at times.

Latest stable English version (think it's 3.53).
Game is vanilla.
Problems on both Campaign and Freeplay.
Stuttering FPS whenever I use boost or turn the ship at a moderate speed. Becomes unplayable when I'm getting shot at around stations.

Your basic problem is the graphics card. The one shown in the DXDIAG is the Intel onboard graphics and has no dedicated VRAM. It shares memory with the CPU. These kinds of cards do not run X games, and especially not Rebirth, very well. Your machine has a GTX780M available, but it's apparently not being used by the system. You should be able to force the game to use the better card, if it's not currently doing so.

I've had that set since launch to no avail. My laptop has an indicator light to let me know which GPU is in use and it always indicates dedicated when I'm running Rebirth so unless it's somehow overriding all of that it's safe to say it's been using the 780M.

I've also tried forcing the game to utilize DX9 and that doesn't help either.

What happens if you disable the Intel GPU in the Device Manager? Windows should then swich to the NVidia.
On my laptop (which I don't use for gaming), I can toggle from power grafics to energy saving grafics (Intel GPU), so I don't have to mess with device manager.

Right-click on your desktop, in the context menu you should see on the top something like "switch grafics" or similar.
If you don't have the possibility to switch grafics, then you will have to update or even downgrade your video driver to have this feature. Maybe contact your laptop seller.
Also your laptop should be set to 'maximum performance' in the Power options.
Against stuttering in the game:
Set the Max Pre-Rendered Frames = 2

laptops are not built for hardcore gaming. Pacman is allright, XR or other such demanding games are not. Get a good and fast DESKTOP computer instead.
