Hi,
I think that there is a bug with all Cartographer achievements in all 3.x versions of X Rebirth.
I have explored all sectors and zones in X Rebirth universe including hidden zones before these achievements were added in Steam. So when the game was updated to the first 3.x release these achievements were not activated in my Steam account.
Is starting a new game and exploring all zones again only the way to take these achievements?

Yes, I am afraid that some Steam Achievements activate only if you complete the set task while the Achievement is available online. That certainly applies if you are correct about having found everything necessary already beforehand and the Achievements did not unlock when you loaded your save.
This approach perhaps stops people briefly loading others' saves and unlocking all Achievements on their own account that way. There may also be some difficulty with Achievements if Steam detects that your game is modified or edited.
You *might* perhaps be able to unlock them by revisiting all the necessary areas after the Achievements were released using your current game online, but I am not certain about that. You could perhaps use meeting an easier one of the newer Achievements as a test for that theory? More on that here (Spoilers inside).
