Factions hostile to each other working together.

So I was flying around in Fields of Opportunity when I spotted a PMC heavy Sul. I thought it was odd to see one in Teladi space, but since it was alone I captured it. After that a Light Sul and a Balor showed up. So I disabled both ships and capped the Balor. Just before I sent in the marines I noticed that the Balor belonged to the Republic of Cantera, and they were now hostile. I checked the Light Sul, and it was indeed a PMC ship.

The next time I encountered a PMC ship, I checked the faction of it's escorts and sure enough it was being escorted by RoC ships. Their orders said "escort PMC Light Sul.

Why are ships from factions who hate each other flying together?
