Could not replace commander

May i ask what is the idea behind not allowing replacement of a ship commander ? it used to be possible to replace an existing ship captain with a better one but now it is not selectable. also, when i order a captain to work somewhere else and select a ship i recently captured and without a captain the button is grayed out.

Try doing it from the crew quarters of the Skunk, instead of from the cockpit. Speak with the Captain you want to assign and see if it works.
