Lost Secret Service Licence

Simple problem.

I earned the Argon Secret Service License when I was at 23 affinity level.

I didn't know it was supposed to be a level 25 licence at the time ...

Now I lost the licence for no clear reason (I'm still at 23 affinity).

Am I screwed or am I screwed?

Or put in clearer terms, is there a way to get the licence back without save editing?
