Weapons get 2 new values "Strength" and "Power", ships and stations
will get two values as well Hull "Toughness" and Shield "Resistance".

Strength vs Toughness
Power vs Resistance

Toughness has a basic value depending on the size,
XS = 1
S = 2
M = 3
L = 4
XL = 5
Stations = 6

Resistance is determined by the shields equipped,
Force Field
MK1 = 2
MK2 = 3
MK3 = 4
Capital Field
MK1 = 4
MK2 = 5
MK3 = 6

Weapon Strength and Power has no determined values. (yet)
Particle Repeater S = 2, P = 2.
Pulsed Maser S = 3, P = 1
Plasma Cannon S = 3, P = 3
Inertial Hammer S = 2, P = 4

The difference between a weapons Strength and Power values against
the Toughness and Resistance values will either have increased damage
or reduced damage depending on the difference,
-4 = -100%
-3 = -60%
-2 = -30%
-1 = -10%
0 = 0%
+1 = +5%
+2 = +15%
+3 = +30%
+4 = +50%
+5 = +75%
+6 = +105%
