Mass traffic.
Sorry if already stated somewhere, doesnt work for me. In a zone, R&D chem lab and a mega cell fab. Both have 40 cargo lifters each but will not transfer plasma or ion cells from cell fab to chem lab. No restrictions for either ware. Chem lab needs quite a bit of both cells.
