New empty space build system.

Went into empty space. Built a water prep plant and a metal frames. Named the area water works. Had another cv and went to water works and found another build spot. On the info thing on the bottom right when in cockpit it said it was in water works. Tried to build a techno core and when the cv got there and construction was beyond taking back it says the new techno core is in an empty space zone. Is what it is i guess.
