The PMC large ship trader for the XLV cradle (where you can build the CV, Arawn, Scaldis and Taranis) seems to be stuck. I cannot buy any ships from them, as if they're constructing a ship, but there's nothing being built (visibly, at least).
Is there a way I can find out what he's building, presumably for some NPC faction, and cancel it? I thought the most likely reason would be there's some ware they don't have enough of to even start, but the shipyard is not buying anything above a 0% price adjustment. It only wants a small amount of wares, most of those with buying prices of around -15%. The ones at 0% are drones, and that's the price they always buy them for.
Here's the save, if anyone can make heads or tails of what's going on here.

I've not seen the smaller construction sites ever give any info about how far along they are building whatever ship is under construction, but you can comm the ship dealer of the large ones. When you do and ask about available ships, there should be a percentage next to the one they're currently assembling.
I just recently traded 122 construction drones to the HOA shipyard hoping it'd speed up their ridiculously slow production of an Arawn, but no dice. 1% every couple minutes so I get to wait another hour and a half or more before I can place an order.
There really needs to be a queue system in place or a fee you can pay to skip ahead of AI orders. The current situation is unacceptable as you can travel across half the galaxy only to show up and find out you can't even spend the credits you worked to acquire.

I had a look as you said, but there is no percentage that I can find in the trader's available ships list - it just lists them, as usual. Not alongside the ships, not in the headers on the page, nothing like that.
Might be that it's waiting for something to dock and has bugged out. I've looked through the save a little, but I'm not sure what exactly to look for. I presume the station is the PMC Shipyard I, but I can't find anything other than mission and discount entries for it.

All I can suggest is to make sure you open the radar screen's menu once you've selected a docking port on the shipyard. Then comm each ship dealer you can find in the collapsible categories. There's usually 2 or 3 different ones. Show available ships will be the only listing if they're building something and capital ship dealers should show how far along they are.
If none of that works, it's just another problem in the ship construction process.

If it helps, I'm feeling your pain myself right now. After adding and removing some mods my progress meter on the NPC Arawn being built is gone and it's still taking forever.
So now a Rahanas and Arawn that both look visibly completed are just sitting in the shipyards blocking any attempts for me to actually build anything. Wonderful.

I have a similar thing going on with the DV small cap ship yard.
All I see is the show resources and build ship as if it's doing something.
I know what caused this, I tried to repair a Heavy Sul, which decided following me into Omicron was a better idea than getting repaired, so I repaired it at the OL shipyard instead (worked perfectly).
However the DV shipyard still thinks it's repairing it, show no resources required and I can't find anything in the save files about the queue.
All I see is the show resources and build ship as if it's doing something.
