Mining laser targeting

I'm just getting started with XR, so I don't know how the controls are supposed to behave. The Pulsed Maser MK 1 seems to work fine but the Mining Laser only fires at the cursor and not the reticle, regardless of what is in the settings. Is it supposed to do that? Is there a way to make it use the reticle?

EDIT: It only happens while the cursor is onscreen, once the ship moves, the cursor disappears and the mining laser uses the reticle for targeting.
