I'd like a way to bring my end of campaign game exactly as it is
into freeplay with all the gates open?

So I can return to the earlier places to build/think ... you know.

PS Maybe with the Split agreement in place?

All the gates are open in freeplay. Alternatively you could reset your standings to pmc in save editor.
