I can't refuel ship-builder. Captain says "can not do" and returns the money. Other ships to refuel properly. Cell Recharge Fac located in Gemstone Manufacturing zone

When a ship returns the money, the best thing is to issue a new order with less money for refuelling. Refuelling stations are still very busy, so small orders have a bigger chance to be fulfilled.
