Only Mod i'm using is visual improvements for Planets.
In Campaign Mode.
I have a Construction Vessel in my squad, I choose the HoA region of Exhaustless Mines to build a Construction Shop here.
But the Construction Vessel after you choose what to built, funding and confirmation of build, they will fly near to the Build Marker then stop and do nothing.
Plus the Build Marker is hard to find sometimes, it'll disappear and you have to jiggle the view of your ship for it to reappear.

I managed to get the Construction Vessel to set up the Station, found if you get too close to the Building Markers they vanish, the CV gets confused and stops moving.
Thankfully I could Abort Order with the Captain and Cancel Construction with the Architect.
When a greater distance away, the 'Build' Markers remained there and the CV reached it and set itself up.
So don't get too close, get a considerable distance away to avoid this happening to you.

I've been having the exact same issue in Fourty-Two and the Zone north of it.
Even from 25km away the build marker would disappear. I found that if I faced it, it'd disappear every time, it's only when I first catch sight of it a the edge of my screen - then I keep it there - that it stays visible.
After MANY attempts I did get to build, but I had to hold the icon at the edge of the screen and re-issue the build order serveral times.
First time the Construction Vessel would approach the build site as normal, then just stop. Available orders for Archtect would be "Show details of station to be built" (or something like that) and "Cancel building".
Each time I re-issued the build order - after cancelling it - the CV would move just a VERY short distance, not even its own length, before stopping again. On the final attempt, it actually turned around 180 degrees, moved a little further and finally deployed.
I'd not renamed my CV's that suffered this issue, so I don't think that can cause it.
Note: in these examples the build site - i.e. where the station actually STARTS to build, not the icon, is VERY VERY close to the CV. If my CV, when it finally did deploy, hadn't done that 180, then it's docking area would have been fully blocked by part of the station skeleton.
Seems that the game is being smart in that it's detecting this obstruction, but it's taking a few attempts to manoeuvre the CV into a valid position. Solution would be, I suspect to move the build site, away from the CV parking location a little more. Additionally, I suspect certain stations might be more of an issue than others. For me it was a Construction Shop and a Cell Fab Matrix - both in Zone Fourty-Two, Glaring Truth, DeVries - that I had issues with.

Yeah, I found that staying well away from the markers 25m-35m distance kept the Markers in their place even when you moved the ship.
But got there eventually.
