[1.24] trading restriction bug: making allowed for trade with NPC

my refuel station was set to not trade it's product with npc.
after some time i did change that option (i.e. allow to trade)
and nothing happens until i removed (take back to ship)
and set again in place (work here) manager of station.
after that changes was applied (i.e. npc ship begin refuel again).
