[v1.24] Ship Dealers Stuck
With a clean v1.24 Free Play session I have got into a situation where both the Albion XL ship dealers and the DeVries XL ship dealer are stuck.
DeVries XL ship builder got stuck after equipping drones on a Titural
The HOA XL ship builder got stuck after trying to equip the same Titural, the Titural went back to the ROC XL ship builder in DeVries and stayed there.
The PMC XL ship builder got stuck after building a Scaldis.

The issue with the ship dealers being stuck is not specifically a Titural issue but rather a general issue with the ship dealers and the associated scripts associated with them.

Sometimes ships get stuck at the ship yards if there isn't enough wares to complete the upgrades ordered. Once they arrive at the shipyard it will finish and release the ship. The ship yards sometimes takes awhile after releasing the ship to cycle before the shipbuilder comes online and says they are ready for more orders.

In this case, the construction of the Scaldis was complete and the Drone supply operation for the Titurel was complete as well. In both cases though, the ship dealer appears to think the operations are still in progress.
The ship had already cleared the dock, perhaps a significant point about this was I think I may have been out of zone at the time the operations completed. In previous cases where the builders did not get stuck, I was in zone at the time of completion. The OOZ/IZ factor could be a red herring though.

I'd rather worry about the fact there's no way of knowing what the hell is going on inside the factories...
I mean, my Taranis got stuck yesterday at one of Gemstone Manufacture's shipyards while it was being repaired and I don't even have a way of knowing why is that.
By the way, that's a whole new topic: repairing ships in X Rebirth, aka when the planets align...
I don't know what's happening with my Taranis, the game might have just failed again or perhaps the shipyard is lacking resources or maybe there's another ship in line that conflicts with my Taranis, who knows?
We no longer have a useful UI which allows access to all sorts of ESSENTIAL information/commands like we used to have in X3TC/AP (this is the main downer, in my opinion).
I uninstalled the game in late november last year because it clearly wasn't finished (CTDs, script failures, all sorts of bugs, etc.) and now, almost 3 months later, we still have game stopping bugs like CTDs, ships getting stuck at shipyards, successful capital ship boardings which end up being useless (the taken ship decides to get stuck, you can no longer interact with it, plus all your marines disappear!), etc...
I guess I'll post a new thread detailing all the issues I'm having, then I'll uninstall the game again and wait for another 3 months to see if Egosoft finishes the game already and I can finally play it without getting mad at blatant bugs which are common in betas, but not in full priced releases (and even less after 13 PATCHES!!!!! 13!!!!!! Freaking 13 and we still have these bugs!!!!!).

There does seem to be a problem with drones being delivered to Shipyards.
Onicron Layrae's Shipyard is fresh out of Construction Drones, I had to send the CV's I built to Devries to get stocked up.
I don't get it? O.L HAS a URV building facilityI think in 'Commerce Core', but nobody is buying/selling them.

NOTE: The OP issue is not a TRADE problem but rather a problem with the Ship Build/Modify operation.

I have this multiple times already... And I always managed to "unstuck" them, different things worked different times:
- Staying on the platform/station and after talking to NPC, I opened Property Owned dialog and when talking to them again the dialogs came back to normal (This seems like a solid bug... Probably some refresh on properties or something).
- Other times is your own ships (recently built or refit) the ones preventing them to offer the usual options by blocking access to the Main dock of a given shipyard. Fixed, ofc, commanding those ships away from the docks (This seems like an intended feature with bad feedback to the player).
- Other times I got the same block but my ships weren't there. I assumed was some NPC ship trying to dock into the main dock (I checked this 2 times, in fact). Just waiting and returning after a while fixed this. It could be a potential infinite block if for some reasson those NPC ships do not move again. (I mean NPC ships entering into the drydock not the ones that dock on the laterals to trade).
