Grayed out extensions button on Station Build.

Hey All

Ok here it is and I have already god the Ship blocking Mod so that is not it. So the problem is this. no matter what I go to build a station I can build to lvl 1 only it says that all the other parts of the station are available but when I click on one all the buttons but the back one gray out and I cant do a thing. I wait for and help supply the stations but nothing happens.

I have heard that others can build but even in the campaign the same thing happens! Is there a way to edit my save file or a mod or extensions out there that will solved this problem. I am really getting pissed over this problem, never mind the others I like playing the game and I really want it to go on to get fixed but this is a game stopper. So I am looking for a fix of some kind. So any help will be welcome!
