Game Lags Even When System Specs Are Above Recommended

The basic issue is that whenever I try and play X: Rebirth, I cannot go above five frames per second while playing in the actual game. My system requirements can easily handle the game, and I updated my video drivers as well. Anyone have a clue of what is going on? I even lowered all the video options down to bare minimum, and it still doesn't go above five frames per second.

AMD Radeon HD 6800
AMD FX 6100 Six Core Processor
And I'm probably just missing it, but how do I attach a DxDiag file to my post?[/spoiler]

failing some magical website way of attaching, you can just copy and paste the dxdiag text

im guessing youre drivers are bang up to date?

Is this a 32-bit or 64-bit OS?
If it is WIn-7 Home Premium 32-bit, then that explains it.

It's 64-bit, and I already checked the game's recommended system requirements.

One thing that helped me was to disable the onboard graphics in Bios.
