bug: Ships keep vanishing after a new campaign start with 1.22.

It seems to me that as of v1.22, `Free Play` is bugged, i`ve been trying for the last couple of hours to hire a `Defence Officer`, but the option to hire isn`t in the conversation options.... my reputation is at least +7 with RoC and at +12 with PMC, and still niether faction will allow me to hire `Defence Officers`.

I already have onboard :- Captain & Engineer plus a ton of marines. I really need to get a `Defence Officer` so i can start capping/boarding cap ships.... i`ve also noticed a mass amount of cap ship freighters in ALL sectors throughout Albion, there wasn`t quite so many when playing through the `Campaign`, but `Free Play`.... Wow !!!! never seen so many ships !!!

So is it just me or is everyone else getting the same issues ??

Commando ship has to refuel, but due to the fact that the fuel very quickly disappears from the list on his list appears buy fuel in nil/nil/nil
its problem maybe only DeVrize i dont know
