I noticed, that the shipyard in Devries is selling them but in small amounts!

Devries doesn't have a working high end economy so there isn't any missile resupply to the shipyard.
A lot of those missiles get used by stations. Typical station magazine when the launchers are installed can be from 200 to over 1200 of those missiles. I don't find many in my arms tech fab I'm assuming the buy orders I put into all my stations have the container freighters snapping them up and shipping them out. I should check the save game files to see if my stations have the missiles they ordered.
