Trade Ships Hung up In Forge Welded Mail

I'm hunting for a Hull Tech Freighter to rob and found that the trade ships are ALL hung up at PMC Construction Shop 1.
I managed to get the enemy station defences to blow up a couple of the ships by ducking behind them (which itself isn't right as you can avoid rep loss and quite easily take out freighters both friendly and enemy).
This is about my fourth time starting the campaign and I am just about out of patience now.
I'm running patch 1.2 beta.
