In your profile, at the very bottom is a section concerning "X DEVNET" fill that out and submit it. It should give you access to the X DEVNET sub forums, one of then is the Rebirth Beta Forum and instructions.

No, once again you do not have to join DevNet in order to participate in the public Beta testing of the patches. The Patch Public Beta forum is available to everyone who has a forum account.
