[Bug] Cargo collect scanner mode only highlights some crates.

I was conducting some pirating with my own freighter picking up the cargo dropped by traders I shot. However it seemed like if I did not have the scanner mode activated before I made the killing shot the droped crates would not be selectable and so I could not retrieve them. There would be no target ring around them and no options to tag. And even when i did start the scanner first it would still only work around 50% of the time.
Was doing this primarily in Shady Vault.
