[BUG] Ship Dealer isnt accepting new orders, options are greyed out

I have noticed that after a certain NPC ship was built the related NPC ship dealer isn't available any more for new ship orders. In my case it is NPC Susan Sheppard. (Darn Hot/de Vries)
I have observed it for a few hours and even checked the save file content to see if there were missing resources holding her progressing. She has no visible ships in queue and no resource listing in the save file.

It looks like this NPC is stuck.

This sounds very similar to the issue I have posted in another thread Shipdealer taking ship orders and taking money for them, but the build doesnt even progress to 0% at which point the ship dealer is useless for anything. This is the XL ship dealer in DHA in my game called John Stringer. In the following save I'm standing beside him with him available to repair and modify which work, and build ship which doesnt ever work.
