Construction URVs refuse to return to Construction Vessel

I have the Construction URVs refusing to return to the Construction Vessel after making an upgrade to my station (campaign). Now anything I instruct the vessel to extend the station won't work.
They just circle around outside. I tried reloading and rebuilding and I get the same result.
