1.18 Vanilla - Trading ships stall until I leave sector

I'm noticing this more and more now since restarting everything from scratch for 1.18, but my freighters are having troubles trading when I'm in the sector, the opposite from what it was in 1.17. For example, my Scaldis just pulled up to receive Food Rations and no drones deployed. I sat there for over 10 minutes and even hired a defense officer and installed him while waiting but nothing happened other than the 'preparing to receive wares' message. I then get on the highway and within seconds I hear the message 'deal has been closed' and the ship goes on about its next task.
