[bug] V.1.17

Okay let me put this simple as possible.
I'm building an station but can't go pass stage 2? I checked my save files it says constructing even tho the npc says "construction of the module is complete" etc. So I tried abit modify em but nothing nada happens. Anyone actually got mod/bug fix for this issue like clearing/finishing the npc task.
I tried everything in this forum what ive searched. Trying changing the npcs, tried to many times reload the save before constructing stage 1 and waiting till second stage complete. Tried modify the save file finding under the player owners of the station for the still on constructing issues. None of these worked. So im asking you to tell me if you got an answer.
