major plot problem

After leaving DeVries I'm supposed to fly to Cuspid Splint. I've tried approaching from every direction possible, but guidance is stuck at Watergate. After several days of frustration I restarted the campaign. It took about 2.5 hours to get back to the same place, but now I'm stuck again! Is it possible to hack a save to get past this? Am I supposed to be an enemy of Plutarch at this point? I'm pulling my hair out
