New members can't make new topics

Please please make it so newly registered member must post at least 5 times or more before making a new topic. This would massively reduce repeated topics, trolls, and make it much easier to moderate these forums.

Now nothing about this would limit the ability for people to post, you just need to be a little more involved in the forums before you can make a new topic. Please, I can't stand seeing all the pointlessly repeated topics anymore.

Seriously people USE THE SEARCH FUNCTION! Stopping brand new members from making new topics would force them to actually USE the forums.
