Very Big BUG:the "fuel" shop is not show and can't use

There is a Very Big Bug in the game,that is the "fuel" shop is not show and can't use,so player is can't buy "fuel" at the shop or trade that.(the shop model is show)

There is a building like "star gate" at the "AL FO 6",it is a fuel factory,but the "fuel" shop is not show and can't use,so player is can't buy "fuel" at the shop or trade that.(the shop model is show).

Hope quick fix that.
