1.16 defense officer can't change attack order

I have a defense officer on a construction vessel. His current order is "attach enemies". When I click the change button, the order becomes "defend", but it's not saved. When I exit the screen (either via back button or via esc), the order is reset to "attack enemies".

I'd noticed several of my ships have reverted to "Attack Enemies" too. Regardless, neither state works for me a the moment, so that really needs to be addressed first, and hopefully this will be included.
