[BUG] Marine office progress to next level 104%

Another day another bug......

Just captured a Midir and found it to be worth 0Cr then I checked my Marine Officers progress both on the capped ship and after they returned to the Skunk.

There also appears to be an issue with them knowing what marines they are in charge of.

This is the Marine Officer status page:

Progress to Next Level - 104%
Leadership - 0 Stars
Morale - 3 Stars
Engineering - 2 Stars
Combat - 1 Star
Mgmt - 1 Star
Nav - 0 Stars
Science - 2 Stars

I've had the same issue with mine. She was up to almost 300% before ranking up to rank two, and the same for rank 3. It seems pretty random, honestly...

Also, I haven't noticed any difference in her stats between rank 1 and rank 3, or in boarding effectiveness. Same deal for switching from 50 Recruit marines to 50 Veteran marines. Not going to try Elites.
