[BUG] Gates resetting to disabled

I have finished the plot and is now attempting to build my empire.

But the game keeps resetting all the games to deactive.

So I need to edit the save to reset them to active. Is there a permanent way to set the gates to

<gate active="1"/>

Without the game constantly resetting them?
