I don't really know if this would work, but since I've done it, the game seems to be a lot more responsive and less subject to glitches and annoying bugs. I'll keep you updated as I progress through the storyline.
To do the same, proceed as the following :
1/ In Steam, right click X Rebirth -> Properties -> Updates, then uncheck "Activate Steam Cloud synchronization for X Rebirth"
This will prevent Steam from re-downloading savegames from previous versions over and over, even if you delete the local Egosoft directory in C:\Users\your_username\Documents
Then delete your Egosoft directory under C:\Users\your_username\Documents to finallly get rid of old savegames.
However, this means you'll have to start over again, but when you save now, it'll be from a fresh 1.13 client, instead of overwriting 1.12 savegames.
My idea about doing this is getting rid of possibly corrupted code embedded in old 1.12 version and prevent Steam from pulling it back into 1.13 games, which could possibly create loops and/or more bugs.
As said above, I have no idea if this is gonna do anything for you, but you're welcome to try and post your feedback.

I just entered "The Big Empty" zone, on the way to the infamous 100 E-cells mission, so far, everything went as smooth as it can be.
FPS around 20 in crowded sectors (solar power plants seem to be stressing either CPU/GPU way too much in that regard), up to 50 FPS in others.
I have to say though, FPS seem to be WAAAY more stable than it was before.
