URV Station wharf extention

i'm on the mission to extend the urv station with the urv wharf but if i try to extend the station with any of the avalible upgrade it doesn't start. the arch tells me thanks you and they will start construction but it doesn't start anything.

been trying different things and still nothing any1 have any ideas?
and now after adding a manager to my station the constructor ship is moving and drgging me along and isn't in my property at all
